Using Large Population Models to simulate the entire U.S. workforce—representing 151 million workers executing over 32,000 skills across 3,000 counties—the project reveals that the most significant effects of AI aren’t in Silicon Valley, but in nearly every office across the country. 1. The Biggest AI “Surprise” Is Waiting in the Industrial Heartland

“Tennessee illustrates this pattern: Surface Index of 1.3% but Iceberg Index of 11.6% indicating that administrative and service functions show up to ten times greater technical exposure than visible technology occupations.” (Report, p. 11)

This is not an isolated case. Ohio shows a hidden exposure of 11.8%, and the report notes that “these white-collar functions show technical exposure that may be invisible to policymakers while states focus largely on physical automation.” (Report, p. 10)

The more immediate challenge for these industrial states isn’t the automation of physical labor on the factory floor—it’s the automation of the office jobs that keep their core industries running.

2. The Real Disruption Isn’t in Tech—It’s in Every Office

The project’s most startling discovery is that the most significant AI exposure—five times larger than what’s visible in the tech sector—is hiding in plain sight. To understand the scale of this, Project Iceberg developed two key metrics:

Surface Index (The Tip): This measures the visible AI adoption in technology occupations like software engineering and data science. According to the report, this accounts for just 2.2% of the U.S. labor market’s wage value, or approximately $211 billion. The report notes that leading states like “Washington (4.2%), Virginia (3.6%), and California (3.0%)” show the highest values, but even in these states, “direct technology tasks account for only a small share of employment.” (Report, p. 8-9)

Iceberg Index (The Hidden Mass): This measures the hidden technical capability of AI to perform tasks in cognitive and administrative work. The report reveals:

“The Iceberg Index for digital AI shows values averaging 11.7%—five times larger than the 2.2% Surface Index. Unlike technology-sector exposure concentrated in coastal hubs, this broader skill overlap is geographically distributed. South Dakota, North Carolina, and Utah show higher Index values than California or Virginia.” (Report, p. 10)

Distributed Exposure: The risk is spread thinly across many different parts of the economy. This demands broad, multi-sector coordination.

“Even when overall Index values appear similar, underlying structures can vary significantly. For example, Iowa (12.22%) and Ohio (11.34%) both show broadly distributed patterns, while Virginia (12.48%) channels a comparable level of exposure dominated by just two sectors: finance and technology. The same Iceberg Index can imply very different workforce vulnerabilities depending on how it is composed.” (Report, p. 12)

“The same level of technical exposure can require entirely different responses. Concentrated patterns enables sector-specific action, while distributed patterns demands multi-sector coordination.” (Report, p. 12)

This insight shows why a one-size-fits-all policy response to AI is destined to fail; each state’s strategy must be tailored to the unique structure of its economy.

5. This Isn’t a Prediction of Job Loss—It’s a New Map for Preparation

The report is explicit that the Iceberg Index does not predict job losses. Instead, it measures technical exposure—the areas where AI’s current capabilities overlap with the skills required for human jobs.

“The Index does not predict job losses, adoption timelines, or net employment effects. Actual workforce impacts depend on firm adoption strategies, worker adaptation, regulatory choices, societal acceptance and broader economic conditions.” (Report, p. 6)

The report offers a powerful analogy for how to interpret its findings:

“Policymakers should interpret the Index as a capability map—similar to how earthquake risk zones identify exposure without predicting when events occur—that enables scenario testing and proactive planning.” (Report, p. 6)

This reframes AI not as a deterministic threat, but as a “navigable transition.” The Index is a tool for foresight, giving leaders a map to identify where disruption may occur so they can invest in the right training, infrastructure, and support systems before it happens.

6. The Validation: This Model Has Been Tested Against Real-World Data

A key strength of Project Iceberg is that the model has been validated against independent, real-world data sources. The researchers report two critical validation tests:

Skill-Based Validation:

“Our embeddings achieve 85% recall in predicting these transition relationships: 85% of commonly observed career moves involve occupations our framework identifies as highly similar based on skills.” (Report, p. 8)

“We find 69% geographic agreement, with strong consensus at extremes: 8 of 13 leading states and 9 of 13 aspiring states match perfectly. The central message of Project Iceberg is clear: the most significant AI-driven changes are happening “beneath the surface” in cognitive and administrative roles that span every state and industry. Focusing only on the visible disruption in the tech sector means we are ignoring the vast majority of the economic transformation ahead.

“The Index reveals not only visible disruption in technology sectors but the larger transformation beneath the surface. By measuring exposure before adoption reshapes work, the Index enables states to prepare rather than react—turning AI into a navigable transition.” (Report, p. 15)

The data shows AI is coming for the paperwork, not just the code. While tech hubs worry about the next coding model, the rest of the country must ask: what is the strategic value of human judgment, communication, and coordination when routine cognitive work is automated?
